woil-16 – in any theme, you can now add a favicon through the Customizer, under Appearance > Customize, in the Site Identity panel.
If you don’t see that option could you provide a link to your site?

These forums are for folks running the WordPress software on their own hosting (aka self-hosted sites), so some things are different.
On WordPress.com, the favicon is tied to what’s called the Blavatar, and you can add one in the WP Admin area under Settings > General, in the Blog Picture/Icon area:
