Edit Footer Using CSS

I would like to edit my footer using CSS, as editing in footer.php does not affect the website in any way, I’ve even tried deleting everything in footer.php and nothing happened…

This is my website, using the Harmonic theme: huifeingoo.com

This is the code when I clicked Inspect Element in Google Chrome:
