I can see sub-menus for menus 2 and 3, so looks like you fixed it. Consider turning off WP-Super-Cache until you have finished developing your site. In some cases you may be looking at old version of a page, and not the page you have changed.
Hi, I have same problem with submenu not showing up on hover after installing wp-super-cache. Is it a bug? or Im not installed compatible plugin for my WordPress version 4.4.2(wp-super-cache version 1.4.7 saying compatible)

I have 3 questions
1. After uninstalling wp-super-cache plugin there is no change in submenu hover.
2. Is there any suitable plugin for caching the website (WordPress version 4.4.2)? tried w3totalcache facing 403 error for the site.
3. Will there are any installed plugins that are affecting the wp-=super-cache and trying not to make work submenu?
1. Uninstalling WP Super Cache won’t help. Install it again, and look for a delete cache option in plugin settings. You should delete the cache after you make any changes.
Until your website is working properly and complete, you should delete the cahe and turn caching off in plugin settings. No need to deactivate or delete the plugin.
2. W3 Super Cache and WP Total Cache are widely used and generally well-liked plugins. Its likely the problem is something else.
Try renaming .htaccess to put it out-of-play, and test. If the 403 problem persist, ask your host’s techs.
3. Deactivate all plugins & check. If the site works now, reactivate one-by-one. Don’t delete your plugins as you may lose their settings.
