warning-cannot modify header

I tried to clear out a failed WP install (even deleted all tables in the database), then re-install. Did it twice, in case I’d messed up first time, but result is the same.The Blog appears, but I can’t log in as administrator.
I get this message:

New FreebootersI also get the message that my browser is refusing cookies, which is untrue.
Any idea where I should look for the source of the problem, or how I should set about cleaning out and re-installing so that it doen’t happen once again?
