I’d first consider deleting the WordPress files and reuploading as per Steps 7 and 8 in Upgrading_WordPress_Exte

The _http_build_query function is in wp-includes/compat.php so might make sure you upload, at least, that file. Use Filezilla or make sure you are uploading in ASCII mode.

As regards your question, you can try deleting all the wp-content/themes folders except default. You do have a backup, correct?
Ok, I tried reupgrading and now Im getting this.
