To many Pages

Hello,
First my Problem.
I have a problem with the Downloads on my page. I have x pages with 5 Downloads on each pages. When i have a total of 20 downloads in one categorie it shut only show 4 pages, but it shows all pages from all categories even if there are no downloads after page 4 too see.

and pick a Download Categorie like RPG Spiele

Question, is it possible to show all countet Downloads in one Count?
