Administrator only user role showing correct CSS

Administrator only user role showing correct CSS. What is happening on our site is only Administrator accounts have the correct CSS showing : http://www.udiospace.com/?p_action=user_profile&post_author=119
and that is correct. However a normal user’s is messed up and the CSS isn’t being inserted properly : http://www.udiospace.com/?p_action=user_profile&post_author=120
