I’m not entirely sure I understand your question. Are you wanting the PDF’s to show up like an image would as a preview or a thumbnail of the actual file? If you have a PDF on a website it’s pretty easy for anyone with a small level of web knowledge to download that PDF. If you are just wanting to preview the PDF I would convert it to another format such as jpg, tiff, etc. and scale down the image so they don’t end up with the full resolution PDF file.

if you have a pdf file on your site and acrobat reader is installed on my computer – clicking on the link that points to the .pdf file will display it on my screen but that doesn’t mean that I downloaded it!

Ah you are trying to use a built in web application that pulls up via the web browser. I would be pretty careful with these because they tend to have random issues. (user permissions, security settings, etc..) I’ve seen many city jurisdictions use these, and they are disastrous.
