Import Functionality Not working

So we are building a new website and they want to be able to locate retailers directly on the site.
We installed Simple Locator because we liked the beautiful interface and such. We are trying to import a bunch of records to the site but the importer is convinced that all files are not CSVs. I have tried every single CSV type(MAC,MSDOS, etc…). None of them will work for some reason.
I even downloaded the test CSV included with the extension and it doesn’t work either. I literally downloaded the csv and then reuploaded it without changing the file.
Something seems to be buggy.
We are using simple locator version 1.4.0 on PHP 5.4.
Do you have any thoughts on how to fix it?
