No, your version is not a problem. WordPress does not allow all users to upload media, please see this- https://codex.wordpress.org/Roles_and_Capabilities
Users having capabilities equal or higher than Author can add media files and can see uplaod media button.

When I go to my site from the admin page I see the ADD MEDIA button. When a user goes to make a comment she doesn’t get the ADD MEDIA button. I am using WordPress version 3.4 which I don’t think has been tested yet. Do you think my version is the problem?
