How are you access your admin dashboard? http://your-site/wp-admin/ should re-direct you.
No it was not hacked. Try deleting your .htaccess file and login.
I did so, but it did not help: ERR_EMPTY_RESPONSE
Have tried to disable all plugins?
disable plugins
Did you checked your error log about it?
Or maybe give it a try adding this to your htaccess file
php_flag opcache.enable Off

If it’s a plugin (it could be) give this a try.
- Using FTP or whatever file management tools your host has provided you with navigate to the
wp-content directory.
- Once there locate and rename (do not delete!) the
plugins directory. Just that one directory and nothing else.
- Try and re-login to your WordPress dashboard.
In my draft site http://disability-people.com/wordpr/ the same problem. I’ve renamed the plug-ins folder but it did not help

It seems that my problem related to hosting Godaddy. I installed a new wordpress site and also can not access the administration panel.
Have you tried this in a new browser by clearing your cache? I mean your new wordpress site?
