Hello,
I believe you are referring to WordPress.com. WordPress.org does not provide hosting for sites, it provides the software for other people to use their own sites on their own hosts.
To delete or cancel your account, please follow this guide.

You might be confuse with the wordpress .com and .org.
WordPress.com is a self hosted version of wordpress.org.
In wordpress.com you can easily sgn up and you can start editing your website.
While in wordpress.org you need to find your own hosting company. Go to wordpress.org to download the files needed, upload it in your hosting company, create database and setup your website.
If you really intend to cancel your wordpress.org webiste then you can delete all the files and database you created.

I want to cancel my hosting charge of $13.00 renewable every year.

Genebrother, WordPress.org does not offer any chargable products or services. You need to find out who you are paying that hosting charge to and contact them – it is not WordPress.org.
If this is regarding the hosting for the site linked in your profile, your host appears to be a company called lunarpages.
