show translated plugin description from readme.txt

    Hi,

    I saw a German description of the Akismet plugin on https://de.wordpress.org/plugins/akismet/ and was wondering how I can make one for my plugins too. I checked their code, but there is nothing in the readme that points me into the direction and also in the admin section of my plugins I can’t find an option to translate it. So is this a VIP feature?
