Cannot Quick Edit, Reply or Edit Time Stamp in Dashboard

I haven’t had any trouble with that myself.
First, please make sure that your browser is up to date by visiting http://whatbrowser.org/
If it is not, please try updating your browser or switching to a different browser.
If it is, please do these two things:
1. Try clearing your browser’s cache and cookies.
2. Try with all browser extensions or add-ons temporarily disabled.
Please let us know how each step goes for you, and which version of Chrome you’re using if you’re still having trouble.

I have tried basically everything you have already mentioned.
None of them works.
I tried updating my browser, I tried changing to a different browser, I tried using a different PC, I tried clearing the cookies and cache.
Nothing works!
I am using
a. Chrome Version 44.0.2403.155 m
b. WordPress Version 4.2.4How to reproduce the bug from my side:
As you can see from the link above that the Drop Down Menu which is supposed to show up when I mouse over the “Pages” Menu does not appear. This issue as well as the aforementioned issue regarding the “Comments” seems to be intermittent because I remember a few days ago, everything was working fine again for a while.
This Drop Down Menu bug occurs when I’m at “Dashboard > Home”, “Jetpack > Site Stats” and “Comments” only thus far from observation.
Issue 2: Unable to “Reply” or “Quick Edit” from Dashboard
Whenever I tried to click “Reply” or “Quick Edit”, there was no response. The only thing I noticed after I click them was that a hashtag appeared at the end of the URL and I would be redirected to the top of the page.
Issue 3: Unable to Edit Time Stamp
At the “Comments” page, after I click “Edit”, I would be redirected to the “Edit Comment” page.
That’s fine and all but when I tried to edit the Time Stamp, same thing occurred; nothing happened and at the end of the URL, I can see #edit_timestamp
I just wanted to edit the “Submitted on: Aug 15, 2015 @ 18:07” to “Submitted on: Jun 10, 1234 @ 15:30” for example…
Hm, I’m not able to reproduce it as directed. Perhaps there’s a variable on your installation that’s causing the conflict.
Try deactivating all plugins. If that resolves the issue, reactivate each one individually until you find the cause.
If that does not resolve the issue, try switching to the Twenty Fifteen theme to rule-out a theme-specific issue (theme functions can interfere like plugins).

Thank you for the suggestion.
I think I found the cause of the problem.
It was caused by Jetpack. After I activated the plugin, it was fine and all but when I tried to Connect it with WordPress.com, I was lead to this page:
I just close the windows and by the time I went to my Dashboard, the issue was reoccurring…
The 503 is recurring?
If so, try manually resetting your plugins (no Dashboard access required). If that resolves the issue, reactivate each one individually until you find the cause.
If you mean the first issue and not the 503, can you confirm that everything works if you deactivate Jetpack, but everything stops working again if you do activate Jetpack?

The 503 Error only occurred the first time I tried to Connect with WordPress.com
After that, I get the 503 Error but the Jetpack is working. The only problem is that my initial issue about being unable to “Quick Edit” or “Reply” the comment in the Dashboard and so on are recurring.
I am able to “Quick Edit” or “Reply” the comment in the Dashboard if Jetpack is deactivated.
Ok, Jetpack might be the problem, but I still find it odd that I can’t reproduce the problem, and I do run Jetpack on all of my sites.
Try deactivating all plugins except Jetpack. Do you still have the issue? If not, reactivate each one individually until you find the one that’s conflicting with Jetpack to cause the issue.
If you still have the issue with all plugins except Jetpack deactivated, try switching to the Twenty Fifteen theme to rule-out a theme-specific issue (theme functions can interfere like plugins).
If you still have the issue with only Jetpack activated while using the Twenty Fifteen theme, I recommend asking at https://wordpress.org/support/plugin/jetpack#postform so the plugin’s developers and support community can help you with this.

The title basically explains everything.
This happens very frequently and I am using Google Chrome browser…
Whenever I tried to Quick Edit, Reply or Edit the Time Stamp in the Comment Dashboard, there was no respond…
Please FIX ASAP.
