Geo targeting zones

A suggestion on geo targeting zones. Option to chose different behaviours depending on visitor location:
Zone 1. (Countries demanding strict opt in like Italy, Spain, and some other European countries). You select mode, but recommended one is Opt in.
Zone 2. (The rest of the european countries) You may select Opt out mode.
Zone 3. (Rest of the world) You may select mode but recommended one is Off (No pop up or message at all, nor any opt out or opt in policies).
This only requires two lists. One with all european countries except the strict opt in ones, and another with those. Then filtering behaviour depending on which group visitor is located.
