Restricted event deletion

Hello,
This is a query rather than a support question I suppose.
My client runs a health clinic and wants his freelance practitioners to be able to book rooms in his premises using a calendar during out of office hours, when no-one is available on the reception desk to book in the rooms manually.
My client’s previous experience with allowing his practitioners access to their booking system has been negative, and so he’d like them to be able to book rooms (or add events) but not delete them. Is this functionality available in your plug-in?
