You can go to settings of visualizer and edit “Series Settings > Number Format” here you can set your format to be accepted.

Also you can use link “ICU pattern set” for format shown in screenshot.

Create a CSV file and add value in “Decimal” as shown in screenshot : http://screencast.com/t/OdFG7AbT
It will automatically show decimal value in chart.
