I was able to do a manual sync just fine. I do not have importing disabled. Is there another step I am supposed to be taking in order for the syncing to happen automatically?
No. Syncing will happen automatically! According to your server setup it may vary

Why are you closing it? nothing has been resolved, its not syncing as it should unless I do it manually.

If that is ok, try using official Disqus plugin and let me know

I haven’t seen any instructions stating that a cron job has to be setup. Did I miss something?
No. You don’t have to set up. It is already set up in the plugin. Just want to confirm with your hosting provider if they are blocking something (I had this issue before).
If that is ok, temporally deactivate this plugin and try using official Disqus plugin to see if that works.

I deleted a cron job for my site that appeared in my cpanel as I had no idea what it was. Since found that comment numbers have not been correct!
Did a manual import earlier today and numbers now appear correct.
Would I expect to see the cron job in cpanel?
Deactivating the plugin and reactivating makes no difference in cron jobs
