Not working for me

Tried on 2 sites but when I click activate I get:
Plugin could not be activated because it triggered a fatal error.
Parse error: syntax error, unexpected ‘[‘ in /public_html/webservice3/wp-content/plugins/block-referer-spam/lib/RefSpamBlocker.php on line 16
