All or nothing ad placement

using version 1.6.3

I am trying to show an ad on all the posts of one specific category, so I chose “Set display conditions” and set it up.

However, when I click “Update” to publish the ad, I find out that the display conditions are Checked (even though I have unchecked them) and the ad isn’t displayed

I can’t get the ad to appear with any display option unless I select “display ad everywhere”

Is there something I’m missing?
