Does the image embed iframe have the ability to be responsive like the existing instagram embed option?

You might try something like this to replace the shortcode handler with your own, and adjust the iframe markup to whatever you want to make it more responsive friendly: https://gist.github.com/jtsternberg/adca1a1189878aabd0b2
