Buttons under Thumbnail

I have a question. It is possible to put “to deal button” under the thumbnail? Look at the picture, than you know what i mean. Every post a different link. Perfekt is the autor can control the link from the editor menu in the dashboard.

2ond Question. It is possible to put the social icons + login in a extra bar over the sitename? i mean on the top of the website?
