It sounds like there’s another plugin that’s attempting to format content.
I suggest trying the plugin troubleshooting steps of https://nodedesk.zendesk.com/hc/en-us/articles/202330781-How-to-Debug-common-issues.

Probably the custom loop in iThemes Builder. Crap. I hate that theme, yet I have no choice.

Actually, scrap that. I deactivated all other plugins and set the site to 2015 — the extra <p> tags remain. I can’t be the only one with this problem.

Single testimonials don’t exhibit this extra code.

Sorry for the troubles. This seems like an issue related to http://codex.wordpress.org/Function_Reference/wpautop#Disabling_the_filter While you deactivated all the plugins, by that time the extra <p> </p> tags might have already been stored in the database along with the testimonial contents.
Could you please disable all the plugins except Testimonials Widget,
change the current theme to 2015 and then
add couple of new Testimonials and
check if it still displaying extra <p> tags for this new testimonials.
Then you can activate plugins one by one and find the one with issue. Hope this helps resolving the trouble.
