Repository Plugin

I’ve searched but don’t seem to find the proper plugin. Here is what I want to do.
1. Have a resource page on the website (www.jjquad.com)
2. Have a membership sign up for access to documents (free membership).
3. A repository/library of pdf, doc, [images], and etc that they can browse and/or download.
4. For the members to be able to upload documents (preferably for approval before being made to the members.)
5. Some kind of security so so there may be only certain documents or folders they can download/view from.

Any suggestions for the best plugin to accomplish this? THANKS !!
