il banner non mi compare

ho attivato il banner ma non mi compare. ho anche controllato sia attivando la modalità di debug (niente errori), sia facendomi stampare a video un “ok” direttamente dal file italy-cookie-choices.php.
non riesco a capire perchè il banner non si visualizza… idee? colpa del tema?
