Are you using a Japanese OS? My OS is Japanese and i have no troubles. If you have an English OS you need to make sure you have Japanese language pack installed.

I’m having the same problem. I have one blog version 2.1.3 and it WILL display Japanese characters without problem. However, when i started a new blog for a friend (version 2.3) the characters all covert to “?????.” I haven’t modified the files in the 2.1.3 version blog.
Please help.

What happened when you’ve searched and found that you should remove these lines from the wp-config:
define('DB_CHARSET', 'utf8');
define('DB_COLLATE', '');
I confirm that the measure stated by moshu has solved the problem for WP 2.3.3.
