how can I make this process

hi, 
I am building website now with wordpress but this problem is big trouble.
my website business model is something different compare with normal e-commerce shop
we are supporting a international logistics service to individual customers.
the work flow is following down

1. the customers purchase product themselves from Amazon or any web store 
2. their purchased products will deliver to my warehouse in USA 
3. we provide international shipping to customers (to South Korea)
3. Import: customer inform us by application form what they purchased, delivery address of Korea and something but not making payment at this time – (this application is exactly our order sheet)
4. when we got customer’s products, check the weight and asking payment of shipping cost to use and edit their applications
5. customer make payment and ship out.

issue 1- application form: I need to get application form without payment. there are some famous form builder as you know-gravity form- but customer’s application must being order sheet. because application have to change the status by working flow- pending, waiting, shipping and more

issue 2- display: customer must be able to visible their applications. almost form plugin is not visible to customer after they submit application form. it is just like an order in my account.

issue 3 – payment: when we got the customer’s products, edit applications and then, customers can confirm cost and make payment

please let me know how can I make it to use plugin or something
