Do you want to change that on the index page or the single post page? Each uses a different file.
Single Posts use single.php and other pages usually use index.php(the ones that list multiple posts)
If you let me know that, I can help you further.

okay, here’s the code that displays the date/time
<small><?php the_time('F jS, Y') ?> <!-- by <?php the_author() ?> --></small>
So if your index.php looks like this
<div class="post" id="post-<?php the_ID(); ?>"><h2><a href="<?php the_permalink() ?>" rel="bookmark" title="Permanent Link to <?php the_title(); ?>"><?php the_title(); ?></a></h2>
<small><?php the_time('F jS, Y') ?> <!-- by <?php the_author() ?> --></small>
Change it to look like this
<div class="post" id="post-<?php the_ID(); ?>">
<small><?php the_time('F jS, Y') ?> <!-- by <?php the_author() ?> --></small>
<h2><a href="<?php the_permalink() ?>" rel="bookmark" title="Permanent Link to <?php the_title(); ?>"><?php the_title(); ?></a></h2>
I didn’t test this, but it should work and hopefully you get what I’m doing by seeing the change…

All I did was put the date above the h2 tag, that should work….
