WordPress is just software, we have no control over how folks use it.
In this case, you’ll need to contact the hosting provider of the site in question. http://www.whoishostingthis.com is generally very accurate for that.
godaddy said wordpress has to shut it down because it was made threw them. but i cant get any customer service and im not paying for any either.

I’m sorry but that is not correct. No one here can do anything about that installation.
If the site is violating the terms of the hosting agreement with GoDaddy (if that’s who is hosting it) then they have to deal with it. If not then there’s not much to be done.
