Install parse error

downloaded latest version, followed upload instructions, tried to run install.php, received following error:

Parse error: syntax error, unexpected ‘}’ in D:\Inetpub\cherryhillha\wordpress\wp-includes\formatting.php on line 96

Initial wordpress install screen does not come up. What am I doing wrong? My host is crystaltech.
