Dashboard Faults

I am recently attempting to install wordpress on a new domain http://www.groupbloggingforabundance.com , and am experiencing a number of dashboard faults, which persist irrespective of changing themes:

1) cannot add a new theme – when click “add new” get “upload theme” & no “search engine” … when click “upload theme” nothing happens. The only way to choose a new theme is to uninstall WordPress; and reinstall selecting the theme that you want.

2) I am unable to build a static homepage because the Screen Options Button to tick discussions & disable comments does not work. The Screen Options Button only works on Dashboard and not pages, posts, plugins, or users.

The most important solution is for Pages so I can tick discussions & disable comments. Is there any resolution or work around for this please.
