Comments section not showing up

The section for people to enter comments is not showing up. I am using the Kallyas template although I have modified it quite a bit. I’m not sure if the comments were every there because it it a new site.

Here is what I have done to troubleshoot and I am now stuck.

– The comments are allowed both in the posts themselves and in the Settings > Discussion area.

– I switched the theme to 2015 and the comments section appeared.

– I then uninstalled and re-installed the original, unmodified Kallyas template from scratch. I activated it again and the comments are gone.

– To test, I installed the same wordpress version 4.2.1 on another domain. I installed the Kallyas template from the same exact .zip file, The comments section was there.

– I then figured it may be a plugin issue. I deactivated all plugins. Still no comments section.

– Just for a sanity check, I switched to 2015 again. The comments section shows back up.

I am now stuck. It seems that re-installed WP and the plugin from scratch would fix it. However, I really don’t want to do that. Is there anything else I can check. Is there some theme specific setting that may have the comments turned off?
