Do you have a recent database backup you could restore from?
my recent database is 2 weeks older and it my hurt my recent posts indexing
I’m not sure what options you have other than weighing up the costs/benefits of manually reinstating the tags vs the impact on indexing of restoring to that older database.
There are plugins that allow you to bulk insert tags:

That’s the point…
I found a plugin which restore deleted tags but its not working on new versions of WordPress..
Now i ll go for manually adding those tags again and then linking them with posts..
i couldn’t find any restoration method other than restoring of database.
