Error at the Install page

Have tried 2 different data base name change and still get the same message when i try to install.

“Error establishing a database connection
This either means that the username and password information in your wp-config.php file is incorrect or we can’t contact the database server at localhost. This could mean your host’s database server is down.”

Could i need a permission change ??
