    User Role Editor 3.8.1 version
    1. Is it a normal behavior of this plugin to be used only by the Network Admin and not by a regular site Admin?
    2. Does the Apply_to_all_sites work with this version? Because nothing happens when i used it. And does it apply to your created sites or to the whole network?
