WordPress.ORG does not have any “plans”. A theme is a different thing – and if you are using a commercial one, you need to ask the developer how to change the background. It can be done via CSS in pretty much all themes.
FTP would be set up through your hosting.
And BTW, please do not post in all caps here – it’s considered yelling and is rude.

let me know who would have to do the ftp setting is it the developer
we had paid the developer to create the website and he has hosted it on amazon web services
but when we want to just change the background we are redirected to a page where it is asking for the ftp credentials
we entered the aws credentials bu we get an error unable to connect to the server
the developer has said that they initially created the server somewhere and migrated it and also that they have not created any ftp account
Kindly let us know what needs to be done to be able to install one of the many available free themes.
BTW I do know hat uppercase letters is yelling but you missed out that the caps key got turned on as is evident with the ‘k’ being small which should be caps and all small getting caps.

You need to ask the developer about both of these questions – if he is hosting the site for you. Or ask the hosting company about FTP credentials – it’s not part of WP.
What about the very outdated version of WP – your site will likely get hacked if you don’t keep it updated.
