Not a good idea – Word has all kinds of formatting that is not intended for websites (not specific to WP). Check out TablePress plugin – you can import from Excel.
BTW, you should also get WP up to date – using an old version is a security risk. See: http://codex.wordpress.org/Updating_WordPress

But would like to know if there are CSS changes in the Editor since the upgrade of wordpress from 3.6 to 3.8.1

I don’t know about 3.6 to 3.8.1 – but using an old version is a major security risk. Any reason you have not updated?

Actually we have upgraded to 3.8.1 but one of the bloggers says that since we have upgraded, when he copy or paste the table from excel he wants to see the gridlines as color black but now it is displaying as gray. he just want to see the gridlines as black.
Would that be a risk if we change the CSS of the editor(add new post)

The current version is 4.1 – there are multiple known security vulnerabilities in that old a version.
It’s never a good idea to modify core files, if that’s what you are asking. There are other editor plugins – this one might work:
