The php_e Tag in Meta…

What is this tag for and what does it mean? In the default template, for example, a lot of the stuff in the #menu looks like this:
<li id="meta"><?php _e('Meta:'); ?>
Is that an echo sort of statement? If so, why use that instead of html tags?
