I have an Iconic One Theme, I can create3 a dropdown menu on my primary page, but I can’t on my custom pages or 2nd menu. Is there a way?

Theme by default only support one menu.

You can try using a plugin for this for eg. https://wordpress.org/plugins/menubar/
