Is this a fresh install of 2.1.3 or are you trying to downgrade from 2.2?
If a fresh install, why not use the newest version?
In either case, I would get a fresh zip and re-upload the files again.
This is a fresh install! I use this version because the dutch language is included. I also tried the fresh 2.2 english version there I had the same problem.

Have you looked at the database to see if something was created? Maybe a partial install?
Php admin says; No tables were found in the Database
