Consider trying to find any page from the site in a Google search. Hopefully there will be a little down arrow to the right of the url, and this leads to a cached version of the page. If using the Chrome browser, control-u will bring up the page source. In the head section you’ll find some meta tags, some links and scripts, then your custom css and finally some theme css before the body tag.
@brian.haferkamp, Try deactivating plugins and see if that doesn’t return your options and settings.

Hey, You wrote “when I refreshed the theme options” the settings were lost. Did you refresh as in restore defaults? Or just save the page? If you lost data when you tried to save the page that can happen if your servers php settings aren’t allowing enough memory to the scripts.
check your max php memory setting. I recommend increasing it.
