Thanks Bojan but I have tried that. The Twenty Fourteen theme defaults to infinate scrolling and won’t change with that setting

That’s weird. Using either your latest posts or static page in Settings / Reading when the number of posts is set to something the result is the same for me http://screencast.com/t/1vlgd8N2hm.
Can you try to disable all plugins to see if one of them is causing this issue.

OK Bojan, figured it out. It wouldn’t let me change the settings if I use the footer sidebar. I eliminated the footer sidebar. It still won’t do summaries but better than before. Thanks for your help.
