Question about functionality

I see in the changelog it says–

Corrected situation where a new authenticated user logging into a child site in a multisite network was added to the parent site, instead of the child site where they initiated the login.

I was hoping all users would be created network wide. So if someone logs in to a subsite their account would get created on the network side so that it could be used to give access to another site if needed. Is this the case? I’m currently exploring my options to find an ldap login solution. I did install the plugin but didn’t see any options pertaining to the subject.
