Allow WP-CLI commands to run

With version 2.0.3, when activated, you can not run any wp-cli command because you are not logged in when using the prompt. It would be nice if in the next update wp-cli commands are allowed again.
add a && ! (defined(‘WP_CLI’) && WP_CLI ) in the WP_Maintenance_MOde::init should do it
