uncollapse menu; make items horizontal

I seem to have a collapsed menu, as per:

whereas I’d prefer to have the menu items displayed horizontally. How do I edit the menu so that the items aren’t collapsed?

I realize it’s a very basic question; maybe I’m just not looking at the best documentation for this question?
