Dazzling Theme – Post Home Page

I have the Dazzling theme web site and I do not want a static page on my home page, but I would like a static area at the top of my home page with my logo and tag line with my recent posts coming up under that like they already are, how would I add a static area on the top of the page (that is not a header for the page)?
