Can anyone help with frames??

Hi

I want to make a frame that´s redirect when pleople clicks to see images or download files.
For example, when a person clicks to download a file, it appears a frame in the top (or left) from my blog and the download page.
Can someone help me with this?
I’m a newbie in this.
