@andrianiannalisa – There is no option for this and it may be best to look into creating a custom template to accomplish this idea although you are also free to share your thoughts and ideas on this type of “mouse-over” information being displayed as a Feature Request here: http://www.nextgen-gallery.com/feature-voting/

@andrianiannalisa I have title displaying when “mousing” over my thumbnails and, even if I use a custom template for gallery pages, I don’t have customed this particular aspect. Are we sure that it is not by default?
@andrianiannalisa I tested now with another theme (Twenty-Fourteen by WordPress) and I confirm that the NextGEN image title on mouse-over is there by default.
I would say that maybe your theme prevents to display it or, more rarely, it could be a plugin. If you disable them all but NextGEN and activate a WordPress theme you’ll see if it’s the case.
The final solution is to create a custom template as @cais said, or ask to theme’s author if it’s a theme issue.
@tizz I set the theme Twenty-Fourteen , ma I can’t see the title when the mouse goes over the image. See the screenshot http://www.eventishop.it/mouseover.png
@andrianiannalisa A link to the gallery page would be useful, not a screenshot, and as I said above the test consists in disabling *all* plugins but NextGEN together with a WordPress theme.
