The dropdown doesn’t stay down long enough to select the link. Is there any place I can fix the time it stays down?

Thanks for visiting my site. It’s not resolved on my phone. Could be a problem with my phone? Also, my client says that sometimes the site gets stuck at 91%. Is there a fix for that?
