Show a setting option (plugin) for editors

I have installed a plugin (Anything Popup). To set up a new plugin, I have to go to settings > anything popup. But this is only available for the Administrator. I tried plugins like User Role Editor, but this setting is not available there. How can I set it up for my editors to add popups?

Maybe it is easier to set the Editor as an Administrator and hide important objects through a User Role Editor for this specific user?

Any suggestions?
